General rule of thumb is if you are on a budget then an AMD build will give you the best bang for your buck,

I'd say Google the parts and "review" and see how the frames per second are on benchmarks. Most half decent kit is going to do 60+ fps at 1080p

Most i5's will get the job done with a 970, so what you should focus on is future proofing it a bit. For gaming I'd recommend getting a K model like the 4690K which can easily be overclocked to 4.2-4.5ghz. Or go Skylake and get the benefits of the new 1151 socket which will be relevant for the next couple CPU generations and will offer DDR4 support, USB 3.1/Type C support and higher SSD bandwidth. With a Haswell motherboard, your upgrade path is essentially already at the end of the road. Though to be honest it would last you years so if it'll save you a bunch of money, go for it.

Unfortunately, the 970 is honestly a bit out of my price range. How much better is it than the 960? The 960 is a good 100+ cheaper, which on my budget would be a big drop.

Looking at it, it does definitely make sense to go from the 4590 to the 4690k though, seems like a big upgrade for just 30 odd dollars more.

It is quite a bit better. 40-50% performance improvements on most benchmarks. 2GB VRAM on the 960 is going to be stretched thin over the next few years. A 970 is pretty much the sweet spot for playing 1080p at high/ultra settings. If you can wait, the next generation of Nvidia GPU's Pascal is due out this year (late summer?) which supposedly brings with it large performance improvements but also means the 970 will likely get a pretty nice price cut.

On a budget, I'd get an i5 and put the savings towards the GPU. I'd also change the motherboard to one that supports DDR4 RAM. The NVidia 1070 or 1080 (depending on budget) are the obvious choices for GPU; they're insanely powerful for the price. I'm not sure AMD will have anything to compete out before July (and I can't see them beating Nvidia for performance/value anyway).

Even 5 year old Sandy Bridge i5's are only starting to feel the strain now and can still, for the most part, run things at 1080/60. Like you said though, if you're doing heavy video/photo/audio/CAD work then yeah an i7 will be beneficial.
